As global competition in artificial intelligence and advanced technology intensifies, US lawmakers are preparing a new proposal aimed at reducing the international spread of Chinese tech products and services.
According to a report, US Senators Jeanne Shaheen and Pete Ricketts are set to introduce a bipartisan bill focused on supporting allied nations in buying American AI and digital technologies instead of Chinese alternatives. The proposed legislation would create a new office under the US State Department to help partner governments access American technology more easily and speed up procurement processes.
The bill also proposes a $500 million fund to support purchases of US-made AI models, semiconductor chips, telecom equipment, cybersecurity tools, biotechnology products, cloud computing systems.
Lawmakers said the move is designed to strengthen the Trump administration’s Pax Silica initiative, which focuses on reducing dependence on China while improving cooperation with allied countries in areas such as AI supply chains and critical minerals.
“Foreign government partners are increasingly turning towards strategic competitors like… China to procure cyber and digital technologies due to their low-cost,” the bill stated.
The proposal further warned that this trend creates “supply-chain vulnerabilities” and increases dependence on countries “whose governments may compel access to data, networks, or systems, undermining the cybersecurity and strategic autonomy of the procuring government.”
The development comes as China continues expanding its global infrastructure and technology influence through its Belt and Road Initiative. According to research cited in the report, China invested a record $213 billion into the initiative last year.
Launched by President Xi Jinping in 2013, the Belt and Road Initiative aims to strengthen trade ties, secure supply chains, and expand China’s global influence across more than 150 countries and international organisations.
The proposed US bill is expected to officially be unveiled on Tuesday.
