Spain introduces new backup power rules for telecom networks

Strengthening communication infrastructure during emergencies has become a key priority for Spain, with the government introducing new measures to ensure mobile networks remain operational during power outages.

Under a new regulation expected to be approved before the end of the year, telecom operators will be required to maintain at least 4 hours of mobile network coverage for 75% of the population during electricity outages. The initiative is part of Spain’s broader Digital Security and Resilience framework aimed at improving the reliability of communications infrastructure.

The rollout will take place in phases. Operators will initially provide coverage for 50% of the population, increasing to 65% in the second year and 75% by the third year. To meet these requirements, telecom companies will gradually install backup batteries, introduce redundancy measures, and strengthen network resilience plans.

The new rules extend beyond mobile towers. Mid-level network management centres must remain operational for at least 12 hours without electricity, while critical control centres responsible for national communications must continue functioning for a minimum of 24 hours during outages. Emergency call centres will also be required to maintain backup communication systems and implement dedicated security and resilience plans.

The decision follows the widespread power outage that disrupted telecom services across Spain and Portugal, highlighting the need for stronger backup infrastructure to keep essential communication services available during emergencies. The government believes the new framework will improve public safety, emergency response, and network reliability during future power disruptions.
