A new digital collaboration between Google India and the Bihar government could pave the way for the state’s emergence as a major technology destination in eastern India. As part of the initiative, Bihar has invited Google to establish a Global Capability Centre (GCC) under its newly launched GCC Policy 2026.
The proposed partnership focuses on strengthening education, healthcare, and agriculture through the use of artificial intelligence, cloud computing, and advanced digital technologies. The initiative aims to improve public service delivery while supporting the state’s broader digital transformation goals.
The invitation was extended by Bihar Chief Minister Samrat Choudhary during a meeting held at Bihar Bhawan in New Delhi. The Google India delegation was led by Vice President Chandu Thota. Both sides agreed to work together to accelerate the development of Bihar’s digital ecosystem.
The Bihar GCC Policy 2026 has been introduced to attract multinational companies by offering infrastructure support, subsidies, and policy incentives. The policy is designed to boost employment opportunities, encourage technology investments, and position the state as a preferred destination for Global Capability Centres.
The move is also seen as an effort to expand India’s technology landscape beyond established hubs such as Bengaluru, Hyderabad, Pune, and Gurugram. By leveraging local talent and strengthening digital infrastructure, Bihar aims to become an important technology gateway in eastern India.
The development aligns with broader industrial policies focused on digital innovation, economic growth, and job creation. It also complements Google’s ongoing investments across India, including its $15 billion AI hub project in Andhra Pradesh, smartphone manufacturing partnerships in Tamil Nadu, and cloud infrastructure operations in Mumbai and Delhi-NCR.
However, the proposal remains at an exploratory stage, with Google yet to make a formal commitment to establish a GCC in Bihar. Industry observers note that infrastructure readiness, connectivity, power supply, and talent development will play a critical role in determining the project’s success.
If the collaboration moves forward, it could help modernise key sectors, generate thousands of employment opportunities, and strengthen India’s growing AI and cloud ecosystem while expanding technology growth into newer regions of the country.
