Odisha Police is taking steps to strengthen its response to cybercrime by entering into a 5-year memorandum of understanding (MoU) with the National Forensic Sciences University (NFSU). The partnership will focus on improving skills in cybercrime investigation, digital forensics and scientific policing.
DGP Y B Khurania said the agreement will provide a long-term framework for cooperation between the 2 institutions. Addressing trainees, he said: “Crime is evolving at a rapid pace, and digital evidence now plays a decisive role in almost every case.”
He added: “With cybercrimes such as mule accounts, online investment fraud, and digital arrest scams on the rise, forensic science has been placed at the very core of investigation under the new criminal laws. Proper seizure, preservation, and handling of electronic evidence must become a basic skill for every police officer.”
Odisha currently has 34 cyber police stations covering all 30 districts, with 20 of them established in March 2026. Khurania said specialised training is essential for staff at the new stations to effectively use advanced investigative tools.
The MoU will cover more than training. Areas of cooperation will include crime scene management, higher education, joint research, forensic infrastructure development and professional consultancy.
Under the programme, at least 480 officers and staff from cyber police stations will receive training in 16 batches by January 2027. Each batch will have 30 participants, ranging from constables to DSPs.
The 6-day training programme will include 5 days of classroom and laboratory sessions at NFSU’s temporary campus in Bhubaneswar, followed by 1 day of practical training at the cyber complex.
Addressing the first batch, Khurania said: “The true success of this programme lies not in collecting certificates but in acquiring the skills to gather proper digital evidence, conduct scientific investigations, and present admissible proof in court.”
He also urged participants to share their newly acquired knowledge with colleagues in their respective districts after completing the programme.
