Jitendra Singh pushes AI curriculum to drive next phase of governance reform

Union Minister Jitendra Singh has proposed the creation of a dedicated curriculum for AI-driven “smart governance,” marking a key step toward institutionalising digital reforms in India’s public sector.

Speaking at the 72nd Foundation Day of the Indian Institute of Public Administration (IIPA) on the theme ‘AI for Sushasan’, the minister suggested that the Delhi-based institute could be developed as a central hub for building artificial intelligence capabilities among government officials. He also highlighted the need for greater collaboration with the private sector, armed forces, and public representatives to create a more integrated approach to governance training.

Singh said that IIPA can work with organisations such as the Capacity Building Commission, Department of Personnel and Training (DoPT), National Centre for Good Governance (NCGG), LBSNAA Mussoorie, and the Department of Administrative Reforms to design structured training frameworks for AI-enabled governance. He emphasised that the institute is well placed to lead the development of such a curriculum and support capacity building across the public sector.

As part of broader digital initiatives, the minister also announced the rollout of the ‘Saral AI’ portal under the Anusandhan National Research Foundation. The platform aims to simplify complex technologies into easy, citizen-friendly formats, helping people better understand and use emerging innovations.

Highlighting India’s push in artificial intelligence, Singh referred to the Rs 10,370-crore ‘India AI Mission’ as a key pillar of the country’s digital transformation. The mission focuses on strengthening the AI ecosystem through investments in research, innovation, infrastructure, and skill development.

He added that initiatives such as the India AI Mission, Mission Karmayogi for civil servants’ training, AI-based grievance redressal systems, and capacity-building frameworks are designed to embed technology into governance systems and improve efficiency, transparency, and inclusivity.
