Goa strengthens environmental protection with new eco-sensitive and no-development zones

In a major move to safeguard Goa’s fragile environment, the state government has declared more than 82 lakh square metres of land as a No Development Zone (NDZ). The decision aims to prevent unplanned construction and protect hills, slopes, and other eco-sensitive areas across the state.

Officials from the Town and Country Planning Department said the proposal was approved by the TCP Board and includes regions such as Majorda, Gonsua, and nearby areas. The total land covered under the notification exceeds 82,85,000 square metres.

The government said the step has been taken to stop the cutting and flattening of hills, which has become a growing concern due to rising construction activity in Goa. Protecting the natural landscape and maintaining ecological balance remain the key focus areas behind the move.

In another major environmental development, the Union Ministry of Environment, Forest and Climate Change has approved the Goa Forest Department’s proposal to declare large stretches along the Mandovi and Zuari riverbanks as eco-sensitive zones.

The identified riverbank area covers 6,729.54 hectares, nearly 6.72 crore square metres. According to the state government, the approval will give authorities stronger powers to prevent fresh development activities in these ecologically sensitive regions.

Forest Minister Vishwajit Rane said the decision is important to protect the fragile ecosystem surrounding Goa’s major rivers. He added that the Forest Department has already informed the Town and Country Planning Department that no development should be allowed in the identified areas.

The Goa government is also planning to include rice fields and low-lying regions under the NDZ category to protect agricultural land, prevent misuse, and preserve the state’s green cover.

The move comes amid rising concerns over rapid urbanisation, hill cutting, and environmental damage across Goa, with environmental groups and local residents repeatedly raising objections over unchecked development activities.
