In a shift towards inclusive technology, India is combining artificial intelligence with digital public infrastructure to extend its reach into rural areas. A recent report highlights how this approach is enabling farmers, women, and village institutions to directly use AI tools without relying on urban intermediaries.
According to the report, India’s model addresses long-standing challenges such as weak physical infrastructure, language barriers, and limited digital access. By integrating AI into familiar platforms like WhatsApp-style interfaces, voice-based systems, and panchayat tools, the technology is becoming easier to understand and use at the grassroots level.
The report also referenced remarks by the World Bank Group President Ajay Banga at the IMF Spring Meetings, where he spoke about “small AI.” This approach focuses on practical, low-cost solutions that solve real-world problems such as improving farm productivity, detecting pests, and enabling better market access.
India’s strategy emphasises low-compute, high-utility systems that can function effectively in rural settings. It also positions AI not as a luxury imported technology, but as a development tool tailored to local needs. “Rural AI in India is becoming a test case for whether emerging economies can shape AI on their own terms,” the report noted.
Two key pillars supporting this model are strategy and governance. The National Strategy for AI by NITI Aayog promotes AI-led growth in sectors like agriculture, healthcare, and education. Meanwhile, the India AI Governance Guidelines 2025 focus on fairness, accountability, transparency, and risk assessment specific to the country.
The report adds that India’s approach links AI deployment with grievance redressal systems, human oversight, and local-language accessibility. This ensures that inclusion is built into the system from the start, rather than being treated as an afterthought.
