Access to Telegram was restored on June 23 after a week-long blocking order imposed ahead of the NEET re-examination expired, allowing internet service providers and telecom operators to resume connectivity to the messaging platform.

Telegram had approached the Delhi High Court seeking a stay on the blocking order. However, Justice Tejas Karia declined the request, stating that the blocking direction was sufficiently narrow and proportionate in scope.

The National Testing Agency (NTA) had justified the temporary restriction by raising concerns that Telegram’s message editing capabilities could be used to spread misinformation related to alleged leaks of the NEET re-examination paper. According to the agency, retroactive editing of messages without visible indicators could potentially create panic among students by falsely suggesting that examination papers had been leaked in advance.

The incident highlighted how quickly telecom operators and internet service providers can implement platform-level restrictions when directed. During the period of the block, searches and interest related to virtual private networks (VPNs), commonly used to bypass such restrictions, reportedly increased significantly.

The case also sparked debate among digital rights advocates regarding the broader implications of platform-based blocking orders. Legal and policy experts have raised concerns about how such measures could influence future decisions involving online platforms and digital communications.

To enforce the restriction, telecom providers used a technique known as IP blackholing, which prevented users from accessing Telegram’s network infrastructure. Unlike traditional website blocking methods that rely on Domain Name System (DNS) filtering, IP blackholing blocks traffic at the network routing level.

Most telecom operators and internet providers reversed these measures following the expiry of the order, although some networks took longer than others to fully restore access.

The temporary block also caused limited disruptions outside India after a network configuration issue affected certain international traffic routes. The issue was resolved within a few hours after corrective actions were taken.

The restoration of Telegram services marks the end of a closely watched episode that drew attention to the balance between preventing misinformation and maintaining access to digital communication platforms.
