South Korea is preparing a major push into advanced artificial intelligence, with plans to invest 4.7 trillion won ($3.5 billion) in a new programme aimed at developing a frontier AI model from March 2027.
The Ministry of Science and ICT plans to select a lead developer through a competitive tender after parliament approves the 2027 budget in December. The winning developer could be selected as early as February 2027.
The government plans to combine state equity investment with private funding for the project. It also intends to bring together computing chips, data and talent to build a model capable of delivering leading performance.
The new initiative will operate separately from South Korea’s existing home-grown foundation model programme. That programme will continue, with 2 final teams set to be selected during a 3rd-stage review in February 2027.
Participation in the new frontier AI project will be open to different types of organisations, including individual companies, consortiums and special-purpose vehicles.
The ministry said the structure is intended to give startups, established companies, universities and researchers opportunities to take leading roles in developing the model.
