Prime Minister Narendra Modi has called for a global framework to tackle cyber fraud and deepfakes, saying digital threats increasingly cross national borders and require coordinated action from governments, technology companies, telecom operators and financial institutions.
Speaking at the inauguration of the 10th edition of India Mobile Congress (IMC) 2026 in New Delhi, Modi urged the GSMA and telecom operators worldwide to work together on mechanisms that can prevent digital fraud from reaching users.
“I urge the GSMA and telecom operators across the world: come, let us create a global mechanism that can stop such fraud before it reaches the people. India has learnt a lot from its experiences in this direction, and India is always ready to share its experiences with the world,” Modi said.
The Prime Minister emphasised that technology can achieve scale only when people have confidence in its safety and reliability. He highlighted the need to strengthen security across phones, networks and digital services.
Modi pointed to the cross-border nature of digital crime, noting that a person in one country can work with someone in another country to commit a crime in a third country. He also identified deepfakes as a growing challenge requiring international cooperation.
Ahead of the IMC inauguration, Modi had also discussed cyber fraud and deepfakes with GSMA Board members, stressing the need for global standards and common rules for emerging technologies. He suggested mechanisms that could help users immediately identify the origin of AI-generated content.
The call comes as digital payments, telecom services and AI-generated content become increasingly integrated into everyday life. The proposed global approach would bring multiple stakeholders together to strengthen safeguards and address digital threats that operate across jurisdictions.
