OpenAI has partnered with government-owned Karmayogi Bharat to expand artificial intelligence (AI) education among Indian civil servants. Under a Memorandum of Understanding (MoU), learning resources from OpenAI Academy will be made available through the iGOT Karmayogi platform, helping government employees build practical AI skills and understand how to use the technology responsibly.

The collaboration aims to equip civil servants with the knowledge needed to apply AI in administrative tasks, professional development and public service delivery. It also supports the government’s broader efforts to strengthen digital capabilities and modernise governance.

Under the agreement, OpenAI will provide approved educational content through OpenAI Academy, its AI learning initiative. Karmayogi Bharat will facilitate access to these resources, encourage participation and coordinate with government departments. Eligible government personnel will be able to access the courses through the existing iGOT Karmayogi learning system, alongside other professional development programmes.

The iGOT Karmayogi platform has more than 1.7 crore registered government employees from central ministries, state governments and Union Territories. It operates under Mission Karmayogi, launched in September 2020 to strengthen the skills and capabilities of India’s civil services. Its online learning model enables officials to develop job-related competencies through digital courses.

Chhavi Bhardwaj, Chief Executive Officer of Karmayogi Bharat, said civil servants need practical skills to keep pace with changes in technology and government operations. She highlighted the partnership’s role in helping officials build confidence in using AI, understand its responsible application and translate technological knowledge into improved public outcomes.

Pragya Misra, Head of Strategy and Government Affairs at OpenAI India, emphasised the importance of building AI capabilities across government institutions. She noted that India’s AI potential depends not only on access to advanced technologies but also on how effectively organisations and individuals use them. Given the scale of the iGOT Karmayogi platform, the partnership could extend AI education to a large public-sector workforce.

The initiative builds on existing efforts to introduce AI education into civil service training. Information presented in Parliament on July 29, 2026, indicated that iGOT Karmayogi already offered 218 courses covering AI and emerging technologies, with more than 3.3 crore course completions recorded in these subjects. The OpenAI partnership will add another source of learning resources to this established training ecosystem.

The training could help government employees develop skills in handling information, preparing documents, interpreting data and managing routine administrative responsibilities. However, applying AI in public-sector work will also require attention to data privacy, accuracy, security and human oversight. Helping officials recognise the limitations of AI-generated information will be essential, particularly when dealing with sensitive government operations and public services.
