Regulatory concerns push Maharashtra to tighten rules around bike taxi operations

The Maharashtra government has moved to stop bike taxi operations run by Ola, Uber, and Rapido across the state, increasing regulatory scrutiny on app-based mobility companies.

According to reports, the state transport department informed the Bombay High Court that existing Maharashtra transport rules do not currently permit bike taxi operations. Authorities stated that aggregators cannot legally operate two-wheeler taxi services without an approved policy framework and regulatory clearance.

The matter surfaced during court hearings linked to petitions filed by ride-hailing companies seeking permission to continue their bike taxi services in the state.

State officials argued that allowing such operations without proper regulation could raise concerns related to passenger safety, licensing, and compliance. The government also maintained that private two-wheelers are not recognised as transport vehicles for commercial passenger services under current rules.

The decision directly impacts platforms including Ola, Uber, and Rapido, which have been expanding bike taxi services in several Indian cities to meet growing demand for affordable and faster urban transportation.

Bike taxis have become an important segment in India’s mobility ecosystem due to increasing traffic congestion and rising preference for low-cost commuting options. However, the sector continues to face legal and regulatory challenges across multiple states over permits, insurance, and operational guidelines.

The Maharashtra government’s position further adds to the ongoing national discussion around creating a clear and uniform regulatory framework for bike taxi services and app-based mobility platforms.
