Jammu and Kashmir is set to host its first Global Capability Centre (GCC) Summit at the Indian Institute of Management (IIM) Jammu, with the administration focusing on attracting investment, creating skilled employment and positioning smaller cities as new technology hubs.
Chief Secretary Atal Dulloo reviewed preparations for the 2-day summit during a high-level meeting. The event is scheduled for October 9–10, with discussions centred on the potential of Tier-2 and Tier-3 cities to attract technology-driven enterprises.
Dulloo said the summit should lead to practical partnerships between the government, industry and academic institutions rather than remain limited to discussions. He highlighted J&K’s educated workforce, competitive operating costs and growing institutional infrastructure as potential advantages for attracting global enterprises.
The Chief Secretary also stressed the need to explore smaller cities as alternative locations for GCCs, allowing technology-led economic opportunities to extend beyond major metropolitan centres.
The summit is expected to bring together industry leaders, policymakers, technology experts, investors and academic institutions. Discussions will cover industry-government collaboration, India’s GCC expansion, investment and employment opportunities, technological innovation and workforce transformation.
According to IIM Jammu Director Prof. B. S. Sahay, the first day will include 3 thematic panel discussions covering industry-government collaboration, India’s GCC growth story, and partnerships for investment, employment and economic development in J&K.
The second day will focus on the advantages of Tier-2 and Tier-3 cities for technological innovation, the future of talent and workforce transformation, and a roadmap for establishing J&K as an emerging GCC destination.
The administration also sees the summit as an opportunity for government officers to understand changing industry requirements, global business practices and new models of public-private collaboration.
Dulloo directed departments to systematically document feedback and recommendations from the summit so they can support future policy decisions. He also said the discussions could contribute to the government’s upcoming policy on the circular economy.
Officials were asked to undertake extensive regional and national outreach to highlight J&K’s investment opportunities. The administration wants the summit to generate investor interest, institutional partnerships and employment opportunities while creating a clear roadmap for developing the GCC ecosystem.
The meeting also highlighted J&K’s young and educated talent pool, lower operating costs, quality of life and premier academic and training institutions as factors that could support its emergence as a GCC destination.
Documentation of the summit proceedings is scheduled to begin on October 12, with the recommendations and summit resolution targeted for completion by October 16.
