Indianapolis, August 28, 2026: The Information Services Agency (ISA) of the City of Indianapolis and Marion County has appointed Kate Kotan as its new Chief Information Officer (CIO), putting her in charge of the technology strategy, digital transformation and modernisation agenda for the local government.

Kate Kotan steps into CIO role after six years with ISA

Kotan joined ISA in 2020 and has since worked across several initiatives focused on modernising government technology and improving how residents access public services.

Her work has included the modernisation of indy.gov, the city and county’s digital services platform. She has also contributed to the AI in Indy initiative, which provides generative AI training to City-County employees, as well as enterprise software upgrades and projects designed to improve the overall digital experience.

The experience has given Kotan an understanding of the technology requirements of public-sector organisations as they navigate the shift towards cloud platforms, artificial intelligence and increasingly digital public services.

As CIO, Kotan will lead technology efforts across Indianapolis and Marion County, with a focus on building digital services that are accessible, resilient and responsive to the needs of residents and government employees.

Human-centred technology leadership takes centre stage

Kotan has advocated for a human-centred approach to technology transformation, highlighting the importance of change management and organisational adoption alongside technology implementation.

That approach comes as local governments face the dual challenge of upgrading legacy infrastructure while maintaining secure, reliable and accessible services for citizens.

The growing adoption of generative AI is also creating new opportunities for public-sector organisations to streamline internal processes, equip employees with new capabilities and rethink how government services are delivered.

For Indianapolis and Marion County, Kotan’s appointment comes at a time when technology is increasingly central to the way government agencies operate and interact with residents.

With her experience within ISA and involvement in several major modernisation initiatives, Kotan will now oversee the technology infrastructure and digital transformation efforts supporting the City of Indianapolis and Marion County.

Her appointment signals a continued focus on modernising government technology while keeping usability, workforce adoption and resident experience at the centre of the digital agenda.
