With bomb threats continuing to target government offices, schools and courts in the national capital, the Delhi Police is strengthening its cybercrime response with specialised investigation units. The newly established Delhi Cyber Crime Coordination Centre (D4C) will have dedicated cells to handle bomb hoaxes and technology-enabled crimes against women and children, according to a government notification.
Dedicated cell to investigate bomb hoaxes
The Hoax Bomb E-mail Investigation Cell will investigate bomb threats and related offences involving VPNs, anonymisation tools, spoofed or anonymous emails and other technologies used to hide the identity of senders.
The cell will focus on technical attribution, digital evidence collection and coordination with telecom operators, internet intermediaries and email service providers. The move comes as investigators have faced challenges in tracing those behind a series of bomb threats in Delhi.
New wing to tackle online crimes against women and children
The D4C will also include an Online Crimes against Women and Children (OCWC) Wing. It will work on preventing, detecting and coordinating action against technology-enabled crimes targeting women and children.
The wing will monitor complaints and generate actionable intelligence on organised online sexual exploitation networks, repeat offenders and cyber hotspots.
It will coordinate with the Indian Cyber Crime Coordination Centre (I4C), Special Police Unit for Women and Children (SPUWAC), district cyber police stations, social media intermediaries and internet service providers. The coordination will support content removal, evidence preservation and enforcement action.
The OCWC Wing will operate through specialised units focused on prevention and mitigation, social media monitoring and OSINT, takedown operations and survivor support.
