China is preparing for a major expansion of autonomous driving, with its industry ministry setting a 2030 target for large-scale deployment of self-driving vehicles and stronger global influence for the country’s automotive sector.
Under the new roadmap for the smart electric vehicle industry, autonomous-driving vehicles will be deployed on highways, urban expressways and selected city roads. The ministry also said these vehicles are expected to reach higher safety levels than human drivers.
China plans to develop multiple automakers that rank among the world’s top 10 by sales. It also aims to increase the global appeal of Chinese vehicle brands and strengthen the country’s role in shaping international automotive standards.
The government will tighten rules covering vehicle production, road safety, autonomous driving and software upgrades. It will also explore special approval pathways for key components and low-volume vehicles.
The roadmap calls for stronger oversight of vehicle and battery production capacity. China plans to curb overinvestment, encourage industry consolidation and remove inefficient capacity.
The ministry will also strengthen antitrust enforcement, improve product-quality supervision and promote fair competition. At the same time, it plans to curb inappropriate incentives offered by local governments.
As Chinese automakers expand overseas, the ministry will introduce guidelines to help companies comply with relevant rules.
The government also plans to encourage deeper cooperation between Chinese and foreign companies in vehicle and key-component research, investment and global market expansion.
