In a move to shape responsible AI development, China has introduced a trial guideline focused on strengthening ethics governance in artificial intelligence technologies.
The guideline, issued jointly by 10 government departments including the Ministry of Industry and Information Technology, aims to support innovation while ensuring strong ethical safeguards. It emphasises the need to use technical measures to reduce risks linked to AI systems.
The framework outlines key principles for evaluation, including human well-being, fairness and justice, and ensuring that AI systems remain controllable and trustworthy. It also highlights the importance of reviewing how AI models are built and deployed.
As part of the review process, the guideline specifies areas that require close scrutiny. These include the selection of training data, the logic and structure of algorithms, and the overall design of models and systems. It also stresses the need to prevent bias, discrimination, and algorithmic misuse.
In addition, the policy encourages the structured open-sourcing of high-quality datasets to support ethical AI reviews. It also calls for the development of general tools for risk management, assessment, and auditing, along with exploring risk evaluation based on different application scenarios.
The guideline further promotes the adoption of AI products and services that align with scientific and technological ethics. It also highlights the importance of protecting intellectual property rights related to AI ethics technologies.
Overall, the initiative reflects China’s effort to balance rapid AI innovation with stronger governance and accountability mechanisms.
