California man admits running illegal network moving $5 million in cybercrime funds

In a significant case highlighting the hidden financial networks behind cybercrime, a man from Bakersfield, California has pleaded guilty to operating an unlicensed money-transmitting business that moved millions across borders.

Ifeanyi Emmanuel Ugwu, aged 49, admitted in federal court to running an illegal operation that transferred over $5 million internationally. Authorities said such networks act as intermediaries between victims and criminals, making it difficult for law enforcement to trace stolen funds.

According to the United States Attorney’s Office for the Eastern District of California, Ugwu operated the network through his company, Franklin Finance Inc., from December 2020 to August 2023. He bypassed licensing requirements designed to monitor financial transactions and prevent money laundering.

Court records reveal that Ugwu opened and managed 20 accounts across 9 banks and financial institutions. He allegedly used false statements to mislead bank officials and customers about the nature of his business, helping him avoid detection.

During this period, he collected funds from more than 100 individuals across the United States and transferred the money to recipients in countries such as China and Nigeria. Prosecutors stated that around $580,000 of the total amount was directly linked to victims of fraud and cybercrime schemes, though details of these scams were not disclosed.

Ugwu is scheduled to be sentenced in July. He faces a maximum penalty of 5 years in prison and a fine of up to $250,000.

The case highlights how shadow financial networks continue to play a key role in enabling global cybercrime operations.
