Maharashtra to Set Up 400 GCCs, Generate 4 Lakh Jobs Under New Policy

The Maharashtra Cabinet has approved the Global Capability Centre (GCC) policy with the aim of positioning the state as a leading hub for GCCs in India. Building on its strong industrial base, financial expertise and technological strength, the policy seeks to establish 400 new GCCs and create 4 lakh high-skilled jobs.

The plan focuses on developing an industry-driven curriculum, promoting advanced research, and equipping the workforce with digital and technical skills. It also looks to attract high-value, knowledge-based investments, promote multinational collaborations, and develop business districts supported by a strong digital data ecosystem.

To encourage balanced growth, the government will expand opportunities beyond metro cities by targeting Tier 2 and Tier 3 cities such as Nashik, Nagpur and Chhatrapati Sambhajinagar. The policy will remain effective for five years, up to FY 2029-30, or until a new framework replaces it.

A dedicated Maharashtra GCC Growth Council will be set up to serve as both a think tank and advisory group, ensuring the policy adapts to global trends and regional economic needs. The state also plans to create specialised GCC parks with future-ready infrastructure, walk-to-work designs and plug-and-play office spaces. Cluster development will be promoted under flagship initiatives like Innovation City and the Maharashtra Global Med Zone.

To attract investment, the government has proposed financial incentives including a one-time capital subsidy of Rs 10 crore for small units with investment of Rs 50 crore, Rs 20 crore for medium units investing between Rs 100 crore and Rs 250 crore, and Rs 50 crore for large units with investment up to Rs 300 crore. Additional support will include reimbursements for rent, green certification, patent filings and research grants.

Non-financial incentives will also be offered, such as industry status, additional floor space index with concessions, a critical infrastructure fund, zoning relaxations, single-window clearances, right-of-way approvals, and streamlined property-related processes.
