Bihar is looking to expand the use of Artificial Intelligence and digital technology across governance, public outreach and constituency development. Chief Minister Samrat Choudhary on Thursday, August 6, 2026, urged Ministers and legislators to make greater use of these technologies to improve public services and support balanced development.
“All Ministers and legislators should use AI and digital technologies extensively for better public outreach and for ensuring balanced development in their constituencies or areas,” Choudhary said at a State government programme on AI awareness and the Chief Minister’s Area Development Scheme at the Bihar Assembly complex in Patna.
“AI should be used in preparing estimates for development projects,” he added.
The Chief Minister said the Bihar government is already using AI in welfare delivery and is working to provide ration cards to nearly 1 crore eligible beneficiaries. “a digital survey of farmers is also underway in the State,” he said.
Choudhary also called for regular digital technology training for Assembly employees and staff. Training programmes are planned every 2 months to keep them updated on new technologies.
“AI is not the future but the need of the present time. Therefore, we should include AI in our life and work culture for working more effectively and transparently,” he said. He added, “It’s not a time to stay away from technology but to learn and own it.”
“Today, it is not only sufficient to run a computer but staff should also have good knowledge of social media and digital platforms,” he said.
He further stressed that legislative staff should have stronger AI and digital skills than the legislators they support. “If a legislator’s staff or employee is not more literate than him in AI or digital technology, he should not be there…the staff or employee must have more knowledge of technology than the legislator,” he said.
Citing an example, Choudhary said an AI review of a Building Construction Department estimate reduced the project cost by 5% to 7%, allowing the savings to be used for other development works.
He urged legislators to use “technology-based monitoring systems” to “ensure successful and effective implementation of welfare schemes” and keep pace with technological changes.
The CM also highlighted weather centres across Bihar’s panchayats that provide forecasts to support farmers and rural development. He said “Modern technology could strengthen democratic institutions in the State.”
Choudhary also launched a portal to monitor projects under the Chief Minister’s Area Development Scheme. He said the portal would improve transparency and help legislators access information on development work in their constituencies.
