Gujarat and Meta join hands to boost AI-led governance and citizen services

Gujarat has entered a 2-year partnership with Meta to explore the use of artificial intelligence, digital infrastructure, and wearable technology in public service delivery. The collaboration will initially focus on launching a WhatsApp-based citizen services platform under the state’s Sugam Digital initiative.

The partnership was announced in Gandhinagar, where both sides signed agreements aimed at strengthening e-governance systems and improving access to government services through digital technologies.

As part of the initiative, the Gujarat government will introduce a conversational chatbot on WhatsApp that will support both Gujarati and English languages. The platform is expected to provide access to nearly 20 government services.

Citizens will be able to use the chatbot for services such as grievance redressal, income certificates, caste certificates, Economically Weaker Section certificates, ration card updates, revenue records, and affidavits. The platform will also include voice-enabled features to improve accessibility for users in rural and urban regions while reducing visits to government offices.

Chief Minister Bhupendra Patel said the collaboration would help strengthen Gujarat’s digital ecosystem and increase the use of AI and emerging technologies in governance.

Along with the WhatsApp initiative, the two sides also signed a Letter of Intent to work on broader AI-focused projects. One proposed pilot project involves the use of Ray-Ban Meta smart glasses to assist visually impaired citizens.

The partnership will also include AI and digital training programmes for creators and small and medium businesses across the state. These programmes are expected to focus on digital marketing, customer engagement, and the use of AI-powered tools to support business growth.

Arun Srinivas, Managing Director and Country Head of Meta India, said WhatsApp’s widespread usage could help make public services more accessible, especially for people living in remote areas.

Both parties said the next phase will focus on creating implementation frameworks and expanding AI-driven governance programmes across Gujarat.
