Telangana unveils Next-Gen Life Sciences Policy 2026–30

Positioning itself for the next phase of innovation-led growth, Telangana has launched its Next-Gen Life Sciences Policy 2026–30 at the World Economic Forum in Davos, outlining a bold plan to transform the state into a global biosciences powerhouse.

The policy targets $25 billion in investments, the creation of 5,00,000 jobs, and a place among the world’s top 5 life sciences clusters by 2030. It marks a clear transition from scale-focused pharmaceutical manufacturing to value-driven growth anchored in innovation, advanced research, and sustainable bio-manufacturing.

“We are building one of the world’s most trusted and transformational biosciences ecosystems—driving global health impact from Telangana,” said A. Revanth Reddy, Chief Minister of Telangana.

Hyderabad already hosts major global R&D and capability centres for companies such as Amgen, Sanofi, Bristol Myers Squibb, and Lilly. This existing base strengthens the city’s position as an emerging global hub for life sciences research and innovation.

Highlighting the state’s recent momentum, D. Sridhar Babu, Minister for IT, Electronics and Communications, and Industries and Commerce, said, “In the last 2 years alone, we have been able to attract investment to the tune of ₹73,000 crore. With the launch of the new policy, we are now aiming to attract ₹2 lakh crore over the next 5 years.”

The new policy lays out a series of targeted initiatives to support this ambition. These include the development of a Green Pharma City, the creation of pharma villages, and the launch of a Life Sciences Innovation Fund with an initial corpus of ₹100 crore. The roadmap also places strong emphasis on frontier areas such as cell and gene therapies, precision fermentation, AI-led healthcare innovation, and large-scale talent development.

By focusing on cutting-edge platforms and sustainable practices, Telangana aims to deepen its role across the global life sciences value chain. The policy underscores the state’s intent to attract high-value investments while building long-term research and manufacturing capabilities.

With this announcement at Davos, Telangana has signalled its determination to move beyond traditional strengths and emerge as a globally competitive, innovation-first life sciences ecosystem.
