Odisha is strengthening its cybercrime response with a dedicated state-level command centre designed to improve investigations, digital forensics and threat monitoring. Police have finalised the organisational structure, operational framework and staffing plan for the State Cyber Crime Coordination Centre (S4C), which was notified on August 10.

The state plans to recruit 64 specialists in areas such as cyber forensics, malware analysis, threat intelligence, open-source intelligence, data science, machine learning, network security and project management. Another 60 caller agents will be hired to support the national cyber fraud helpline, 1930.

“We have invited expressions of interest for selecting a system integrator to design, supply, install, commission, operate and maintain the advanced centre, which will function as Odisha’s cyber command centre,” a senior police officer said.

4 key components of the cyber command centre

The centre will bring together 4 specialised units:

  • Cybercrime headquarters: Responsible for policy development, oversight and supervision.
  • State cybercrime police station: Empowered to investigate high-value, cross-border and technologically complex offences across Odisha.
  • Cyber resource centre: Equipped with advanced digital forensic and cyber-investigation laboratories.
  • AI-based predictive policing and data analytics centre: Focused on analysing crime patterns, mapping hotspots and supporting data-driven investigations.

The centre will also conduct public awareness and capacity-building programmes, manage complaints through the national cybercrime portal and helpline 1930, and coordinate investigations across states.

Police officials said the rising complexity and volume of digital offences have made a specialised centre with advanced forensic, intelligence and analytics capabilities necessary.

“The Odisha cyber command centre will serve as the state’s centre of excellence for cyber security, cybercrime investigation and digital forensics. It will provide specialised support to field units while enhancing intelligence gathering, analysis and coordinated response to cyber threats,” the officer added.

S4C will serve as a centralised mechanism for coordinating cybercrime prevention, detection, investigation and prosecution support across Odisha. It will also act as the nodal agency for working with the Indian Cyber Crime Coordination Centre and other stakeholders to share intelligence and respond quickly to emerging threats.
