Odisha Police launches S4C to strengthen statewide cybercrime coordination

Odisha has taken a major step to strengthen its response to growing digital threats by formally establishing the State Cyber Crime Coordination Centre (S4C) within the Odisha Police. The Home Department notified the centre on August 10, following a proposal submitted by former DGP Y B Khurania in July 2025.

The unit was initially planned as the Odisha Cyber Command Centre (O3C) but was renamed S4C after the Union Ministry of Home Affairs directed states to model their centres on the Indian Cyber Crime Coordination Centre (I4C).

“The S4C is envisioned as a centralised and specialised institutional mechanism to coordinate all matters relating to cybercrime,” a senior police officer said.

The government said the detailed organisational structure, staffing, infrastructure and allocation of responsibilities will be notified separately. The centre will focus on preventing, detecting and investigating cybercrime, supporting prosecution and coordinating responses to cyber incidents across Odisha.

“The mandate of the S4C covers prevention, detection, investigation, prosecution support, and coordinated response to cybercrime incidents across the state. The centre will also serve as the nodal authority for liaison with the I4C in New Delhi and other stakeholders, ensuring seamless information/intelligence sharing and rapid response to emerging threats,” the notification stated.

S4C will operate under the overall supervision of the Director-General, CID-Crime Branch. The Inspector-General of Police, CID-Crime Branch, has been appointed as its head and will coordinate with central authorities, district police units, cyber police stations, prosecution agencies, forensic laboratories, banks, telecom providers and other intermediaries.

Its responsibilities will include analysing cybercrime trends, mapping hotspots, conducting awareness and capacity-building programmes, handling complaints through the national portal and cybercrime helpline 1930, and coordinating with I4C on alerts, advisories and inter-state cases.

The S4C head can also seek reports, statistics and case-related information from district police units and cyber stations. Police officials across Bhubaneswar-Cuttack, districts and other units have been directed to provide full cooperation.

“This institutional mechanism will ensure faster response and better coordination across agencies,” a senior officer said.
