Cidco plans global education hub near Navi Mumbai airport with major investment push

A major education-focused infrastructure push is taking shape in Navi Mumbai, as authorities move ahead with plans to build India’s first integrated international “educity” near the upcoming airport.

City and Industrial Development Corporation (Cidco) has identified a 100-hectare (around 250 acres) site at Karanjade in Panvel, close to the Navi Mumbai International Airport (NMIA), for the flagship project. The development aims to create a global education hub by bringing together leading foreign universities within a single, master-planned township.

The proposed Educity will include international university campuses, research centres, innovation hubs, student housing and supporting infrastructure. It is part of a larger airport influence area plan that also features Medicity, Aerocity and other specialised zones.

Cidco Vice Chairman and Managing Director Vijay Singhal said, “The country’s first education city will come up in Navi Mumbai. Centres of the world’s top 10 universities will be established here.” He added, “This education city is taking shape on nearly 250 acres near Navi Mumbai International Airport. The site is within a three-to-four-kilometre radius of the airport and is connected to NH-348 and the multimodal corridor.”

The project has shifted focus from an earlier proposed site at Kundevahal to Karanjade due to better terrain and faster infrastructure readiness. Around 85% of land acquisition has been completed, with site preparation work already underway. Cidco has allocated ₹890 crore for preparatory activities, including a ₹116.53 crore contract for a 1.1-km access road connecting the site to the NH-4B Panvel–Uran–JNPT corridor.

The Educity will focus on future-oriented fields such as aviation, logistics, technology, medicine, design and applied research. Each university campus is expected to span about 10 hectares.

Singhal noted that 6 foreign universities have already reached agreement stages. “The most encouraging part is that six foreign universities have already signed MoUs and received Letters of Intent from the University Grants Commission,” he said.

Institutions linked to the project include University of York, University of Aberdeen, University of Western Australia, Illinois Institute of Technology and Istituto Europeo di Design. Students may be able to pursue foreign degrees in India at 25% to 30% lower cost.

Investment for the township is estimated at ₹20,000 crore to ₹25,000 crore, with early commitments of ₹3,000 crore from 2 universities. The project is expected to boost local employment and drive demand across housing, retail, hospitality and transport sectors.
