Morocco and France deepen cooperation on human-centric AI governance

Global cooperation on responsible AI governance took center stage at the 1st Global Dialogue on AI Governance in Geneva, where Morocco called for stronger international accountability frameworks for AI. The country reaffirmed its commitment to global collaboration on digital transformation and the responsible use of AI.

Speaking alongside France’s Minister Delegate for Artificial Intelligence and Digital Affairs, Clara Chappaz, Morocco’s Minister Delegate for Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, emphasized that increasingly autonomous AI systems require stronger accountability mechanisms.

The discussions focused on expanding cooperation between Morocco and France across AI research, innovation, talent development, startup support, digital infrastructure, governance, and digital sovereignty. Both countries also confirmed plans to meet in Rabat later this month to further strengthen their partnership on AI and digital transformation.

Seghrouchni also highlighted the importance of accountability in large-scale digital government systems. She pointed to the challenge of tracing system failures across Morocco’s nearly 52 million administrative transactions each year.

Morocco and France reaffirmed their commitment to a human-centric approach to AI, with a focus on privacy protection, security by design, and technologies that serve citizens.

Morocco also highlighted its contributions to UNESCO’s AI ethics initiatives and the Arab-African D4SD Hub, developed in partnership with the United Nations Development Programme to support regional digital innovation.

The dialogue also explored transparency, human oversight, accountability, and risk management throughout the AI lifecycle. Special attention was given to protecting children, women, and vulnerable communities. The discussions reflected growing international efforts to ensure that the rapid adoption of AI is supported by stronger governance, greater public trust, and responsible innovation.

The discussions also highlighted a broader global shift from high-level AI ethics to practical accountability frameworks for increasingly autonomous AI systems. As governments continue expanding the use of AI in public services, transparency, responsibility, and human oversight are becoming essential parts of digital governance.

Morocco’s active role also demonstrates how emerging digital economies are helping shape international AI governance instead of only adopting standards developed elsewhere. Through regional initiatives and cooperation with France and UNESCO, the country is positioning itself as an active contributor to global discussions on responsible AI.
