Haryana has emerged as one of the country’s top-performing states in cyber policing, achieving a cybercrime money refund rate that is nearly 5 times higher than the national average. The progress was highlighted during a PRAGATI review chaired by Chief Secretary Anurag Rastogi.
Against the national refund average of 8%, Haryana issued money restoration orders in 38% of 14,731 cybercrime cases received till July 22, 2026. Through the Indian Cyber Crime Coordination Centre’s Money Restoration Module, the state restored Rs 2.51 crore to victims.
According to ADGP (Cyber) Charu Bali, Haryana also recorded a 97% response rate in inter-state coordination by disposing of 9,156 out of 9,437 requests received through the Samanvaya Portal.
Following the rollout of e-Zero FIR on June 25, all Dial 1930 complaints involving losses above Rs 1 lakh are now routed directly to jurisdictional cyber police stations. So far, police have registered 233 e-Zero FIRs, with 204 already converted into regular FIRs.
The state also expanded its action against unlawful online content. Through the Sahyog Portal, authorities removed 5,169 URLs in 2025 and 15,853 URLs between January 1 and July 22, 2026.
On the Grievance Redressal Module, 764 out of 897 complaints have been resolved. SP (Cyber) Mayank Gupta said the State Cyber Crime Coordination Centre, established in 2023, has expanded its operations to include social media monitoring, OCWC, creative awareness, AI integration, and secret units. Additional divisions for training, policy, research and development, the dark web, virtual digital assets, and AI are also planned.
In Nuh, identified as Haryana’s only cybercrime hotspot, police registered 491 suo motu FIRs between January 2025 and July 22, 2026, arrested 949 cybercriminals, and seized 772 mobile phones and 1,481 SIM cards. The Mobile Blocking Unit blocked 55,323 phone numbers and 25,202 IMEIs. Cyber awareness efforts also reached 3.14 lakh people through 1,322 programmes, while 10,124 personnel received online and offline training.
