In his expanded role, Andrews will lead the agency’s people strategy and strengthen workforce operations that support the Foundation’s national mission in science, research, and education. His appointment reflects his long standing contribution to federal human resources leadership.
Andrews brings nearly a decade of experience with the National Science Foundation. Over the past nine years, he has held several key leadership responsibilities at the agency. Most recently, he served as Branch Head for around six years. He has also worked as a Strategic HR Business Partner and led major workforce quality and governance efforts, including oversight of the Staffing Branch QA QC Program. These roles built his reputation across both strategic planning and operational execution.
Before joining the National Science Foundation, Andrews worked with the Department of the Navy as an HR Program Manager for over two years. There, he supported structured human resources programs within a large and complex defense environment.
Earlier in his career, he spent about seven and a half years with the Administrative Office of the United States Courts as an HR Specialist. During this phase, he developed deep expertise in staffing, classification, and core HR operations within the judicial system.
Andrews began building his human resources foundation with the United States Marine Corps, where he served for nearly ten years. His roles included Staffing and Classification Specialist and Career Retention Specialist, giving him strong experience in workforce planning, retention, and organizational readiness.
He holds an MBA from the University of Phoenix and has also completed the Excellence in Government Fellowship in Organizational Leadership through the Partnership for Public Service. This training further reflects his focus on public sector leadership and workforce development.
With this appointment, the National Science Foundation aims to further strengthen its people capabilities to support its growing scientific and educational mission.
