Strengthening its digital transformation efforts, the Bihar government has signed Memorandums of Understanding (MoUs) with Indian AI companies Sarvam AI (Axonwise Pvt Ltd) and CoRover Private Limited, the developer of BharatGPT, to build artificial intelligence-driven solutions for public services across the state.
The agreements were signed at the Chief Minister’s Secretariat in Patna in the presence of Chief Minister Samrat Choudhary, Deputy Chief Minister Bijendra Prasad Yadav and Information Technology Minister Nitish Mishra. Senior officials from the state government and representatives of both companies also attended the event.
According to officials, the partnerships aim to expand the use of AI in governance by developing technology tailored to Bihar’s needs. The initiative is expected to help create AI-powered systems that make government services faster, simpler and more accessible for citizens.
Speaking on the occasion, Samrat Choudhary said the agreements would support the vision of “Digital Bihar” and “Viksit Bihar.” He added that the state plans to develop an indigenous AI model aligned with Bihar’s requirements while launching large-scale training programmes to build AI skills and strengthen the startup ecosystem.
The Chief Minister’s Office said the collaboration will help establish AI infrastructure across the state and enable government departments to access AI models and applications developed in India. Researchers in Bihar will also receive support to advance work on AI for Indian languages and local dialects.
Officials said the partnerships are expected to encourage the development of local AI solutions and promote wider adoption of AI across public services. The state also plans to introduce training and capacity-building programmes for government employees and build a network of local partners to support the long-term use of AI technology.
The event was attended by Principal Secretary to the Chief Minister Deepak Kumar, Chief Secretary Pratyaya Amrit, Secretary to the Chief Minister Lokesh Kumar Singh, Information Technology Department Special Secretary Arvind Kumar Choudhary, BharatGPT Vice President Shashank Shekhar Thakur and Sarvam AI Chief Operating Officer Raj Chauhan.
