Albania has created history by becoming the first country in the world to appoint an Artificial Intelligence minister, a virtual government member named Diella, with the responsibility of fighting corruption. Prime Minister Edi Rama introduced Diella while presenting his new cabinet and declared that her role will be to oversee public tenders and ensure a “corruption free” government.
“Diella is the first cabinet member who isn’t physically present, but is virtually created by AI,” Rama said. “She will help make Albania a country where public tenders are 100% free of corruption.”
Rama, after securing his fourth election victory, announced that Diella will be given the authority to handle all decisions related to public tenders. He added that the use of AI will make public funds “perfectly transparent.”
The decision follows years of corruption scandals in Albania, particularly linked to public tenders. With the government aiming to achieve European Union membership by 2030, eradicating corruption within public administration has become an urgent priority.
Diella was first introduced in January on the e Albania platform as a virtual assistant, helping both citizens and businesses to access documents and services. Represented in traditional Albanian attire, she has already issued 36,600 digital documents and delivered close to 1,000 services.
What started as a simple assistant has now transformed into the world’s first AI minister, marking a bold experiment in governance and an unprecedented step in using technology to fight corruption.
