Government Eyes State Policies to Fuel GCC Growth Across India

As India continues to establish itself as a hub for Global Capability Centers (GCCs), industry leaders are stressing the importance of tailoring policies at the state level to better attract and support these entities.

Speaking at the Deloitte Tech Industry Executive Outlook event, several senior executives highlighted the need for nuanced state-specific strategies to enable sustainable GCC expansion beyond traditional metro hubs like Bengaluru, Hyderabad, and Pune.

“GCCs are no longer confined to Tier-1 cities. They’re expanding into Tier-2 locations like Kochi, Coimbatore, and Ahmedabad,” said Sathish Gopalaiah, President – Consulting, Deloitte South Asia. “But to truly unlock potential, states must develop differentiated policies that cater to their unique talent pools, infrastructure readiness, and business environments.”

Currently, over 1,580 GCCs operate in India, employing more than 1.66 million people. Experts believe that state governments can play a pivotal role in helping the sector reach its full potential.

S.V. Nathan, Partner and Chief Talent Officer at Deloitte India, added, “If state governments invest in skilling, infrastructure, and incentives based on their local strengths, it will accelerate the decentralization of India’s tech industry.”

The executives pointed out that a collaborative model involving both central and state governments, academic institutions, and the private sector is key to strengthening regional ecosystems for GCCs.

With global enterprises increasingly looking to India not just for cost efficiency but for innovation and digital capabilities, the push for region-specific support frameworks is gaining urgency. This approach, they argue, will help India maintain its leadership in the global tech landscape while also enabling balanced regional development.
