DoT Proposes New Cybersecurity Rules and Phone Number Validation Platform to Combat Fraud

The Department of Telecom (DoT) has unveiled a new set of draft cybersecurity rules aimed at significantly curbing fraudulent activities associated with mobile phone numbers. Published on June 24, these proposed regulations introduce a novel platform for phone number validation and expand the powers of law enforcement in collecting transaction details.

The new proposals is the creation of a “Mobile Number Validation (MNV) platform.” This platform will empower authorized entities and licensees to verify the presence of a mobile number, used by an enterprise or individual, within their databases. The draft rules also introduce the term “telecommunication identifier user entity” (TIUE) to classify entities that utilize phone numbers for customer or transaction identification, such as banks facilitating UPI transactions.

Under the proposed framework, phone number status validation will incur a fee: authorized entities and licensees will be charged Rs 1.5 per request, while other entities will pay Rs 3 per request. The DoT has initiated a 30-day public comment period, inviting stakeholders to provide feedback on these draft rules.

A crucial aspect of the new regulations is the enhanced authority granted to government-authorized and law enforcement agencies, enabling them to collect transaction details directly from non-telecom entities. To test the efficacy of this new mechanism, a pilot project is already underway with a bank. This pilot allows the bank to flag phone numbers involved in fraudulent transactions, which will then be deactivated for 90 days, with their history automatically deleted after that period. This comprehensive approach underscores the DoT’s commitment to fortifying India’s digital security landscape.
