Amitesh Kumar Sinha Returns to Lead India’s Semiconductor Ambitions as CEO of ISM

In a move that signals renewed momentum for India’s chip-making aspirations, Amitesh Kumar Sinha has been reappointed as the Chief Executive Officer of the India Semiconductor Mission (ISM). The announcement was made earlier this week by the mission itself, at a pivotal moment when the nation is preparing to roll out the next phase of its ambitious semiconductor journey.

Sinha, who recently assumed the role of Additional Secretary at the Ministry of Electronics and Information Technology (MeitY), takes over the reins from Sushil Pal. Interestingly, this isn’t Sinha’s first time at the helm—he has previously steered ISM, lending both vision and structure during its foundational stages.

A seasoned bureaucrat from the 1996 batch of the Indian Railway Accounts Service, Sinha holds a degree in civil engineering from the esteemed Visvesvaraya Regional College of Engineering, Nagpur. His diverse administrative journey has been deeply interwoven with India’s digital transformation. As a former Joint Secretary at MeitY, he played a pivotal role in crafting and implementing policies for the electronics sector, with a strong focus on Production-Linked Incentive (PLI) schemes. These included critical support programs for mobile manufacturing, IT hardware, and semiconductor components under the Semicon India Programme.

Sinha’s return comes at a moment of great promise and expectation. The second chapter of the India Semiconductor Mission is expected to accelerate India’s push to become a global manufacturing hub for semiconductors, reducing import dependency and boosting technological self-reliance. His reappointment is being seen by many as a strategic move to maintain continuity, given his familiarity with both the policy ecosystem and industry stakeholders.

With a strong foundation laid and leadership continuity ensured, the road ahead for India’s chip ecosystem appears more focused and resilient than ever.
