Delhi is strengthening its response to the growing threat of online crime with the creation of a dedicated cybercrime coordination centre under the Delhi Police.
Lieutenant Governor Taranjit Singh Sandhu approved the formation of the Delhi Cyber Crime Coordination Centre (D4C) on Tuesday. The centre will prevent, detect and investigate cyber-enabled financial fraud, online harassment, crimes against women and children, ransomware, online radicalisation, cyber sabotage and public-order disruption.
D4C will serve as the apex cybercrime coordination and management body under the Delhi Police and will function under the administrative control of the Commissioner of Police, Delhi.
The centre will be headed by a Chief Executive Officer of Joint Commissioner of Police rank, reporting to the Special CP (Special Cell), with support from a Deputy Commissioner of Police (DCP).
According to an order issued by Santosh D Vaidya, Principal Secretary, Home Department, D4C will have jurisdiction across Delhi and follow an integrated, technology-driven and victim-centric approach.
The existing Intelligence Fusion and Strategic Operations (IFSO) Unit in Dwarka will be merged into D4C. Its investigation wing, digital investigation lab, training and awareness centre, 1930 cyber helpline control room at Haiderpur and fraud mitigation centre will become part of the new centre.
D4C will have 4 main wings: administrative, cyber investigation, operations, and online crimes against women and children. Each wing will be headed by a DCP-rank officer.
The cyber investigation wing will handle high-value, complex and multi-victim cybercrime cases. A D4C police station with jurisdiction across Delhi will also be established to register and investigate cybercrime cases.
The wing will include investigation teams, a State Digital Investigation Support Centre and a legal and prosecution support cell. The digital centre will support Delhi Police investigators and operate advanced facilities for mobile, memory, cloud and network forensics, CCTV examination and cryptocurrency investigations.
The operations wing will serve as D4C’s intelligence, analytics and predictive-policing arm. “It will analyse crime data, cybercrime trends and behavioural patterns to identify emerging threats, hotspots and modus operandi,” the order said.
Its Cyber Threats Division will monitor threats and generate actionable intelligence through research, data analytics, response and monitoring units. It will also include a dedicated Hoax Bomb E-mail Investigation Cell.
The Cyber Security Division will focus on threats to government systems, critical infrastructure and public digital assets.
Proposals for D4C posts will be sent separately to the Union Ministry of Home Affairs for approval. Until regular positions are created, Delhi Police Headquarters will deploy personnel to the centre.
