China presents global cooperation roadmap for AI governance at UN dialogue

Artificial intelligence governance took centre stage in Geneva as China called for greater international cooperation, fairness, and inclusivity during the first UN Global Dialogue on AI Governance. The country also announced new initiatives aimed at helping developing nations strengthen their AI capabilities.

Leading the Chinese delegation, Li Lecheng, China’s Minister of Industry and Information Technology, said AI should be treated as a shared resource for humanity. He stressed that developing countries should have equal opportunities to develop and use AI technologies.

Li highlighted 3 key priorities for global AI development. These include promoting fair and inclusive AI adoption across sectors such as healthcare, education, industry, agriculture, and poverty alleviation, encouraging innovation through open-source collaboration and cross-border exchange of knowledge and talent, and strengthening global AI governance by balancing development with security while ensuring all countries, especially developing nations, participate in rule-making.

“China is ready to work with all parties to promote fair and inclusive development, actively assist countries in developing AI technologies and services, and jointly build a governance framework with broad consensus,” Li said.

The 2-day dialogue, established by the UN General Assembly, began at the Palexpo International Convention Centre in Geneva. The event brought together more than 4,000 delegates representing over 170 governments, technology companies, academic institutions, and civil society organisations.

Alongside the dialogue, China announced several capacity-building initiatives. In partnership with Zambia, it launched the Group of Friends for International Cooperation on AI Capacity Building. China has also continued organising AI training workshops and supporting the International Telecommunication Union (ITU) AI application case collections for 3 consecutive years.

Looking ahead, China said it plans to conduct 200 digital economy and AI training programmes for Global South countries over the next 5 years. According to Li, the initiative aims to help more countries benefit from AI and participate in the growing digital economy.
