US, South Korea and Japan strengthen joint action against North Korea’s cybercrime operations

Growing concerns over North Korea’s cybercrime operations have prompted the United States, South Korea and Japan to strengthen their joint response against digital crimes believed to finance the country’s nuclear and missile programmes. The three nations have called for stronger law enforcement cooperation and stricter sanctions to disrupt these illicit revenue streams.

During the 5th Trilateral Diplomatic Working Group on DPRK Cyber Threats held in Washington, D.C., officials discussed coordinated measures to counter North Korea’s cryptocurrency thefts, money laundering activities, remote IT worker schemes and other malicious cyber operations.

For the first time since the working group was established in 2023, the meeting included a dedicated private-sector session. Representatives from Coinbase, Google-owned Mandiant Threat Intelligence, Polymarket and Upwork participated to strengthen collaboration between governments and industry.

Delegates expressed concern over North Korea’s recent cryptocurrency attacks, including the theft of $290 million from KelpDAO and $285 million from Drift Protocol in April. According to the report, these are the 2 largest cryptocurrency thefts recorded so far this year and further demonstrate the country’s growing technical capabilities in carrying out sophisticated cyberattacks and laundering stolen digital assets.

The 3 countries agreed to increase efforts to expose North Korea’s cryptocurrency theft operations and raise global awareness of the cyber threat across Europe, Southeast Asia and Africa.

Officials also discussed North Korea’s use of remote IT workers who infiltrate companies and generate revenue for the regime. The report noted that these workers are increasingly using AI tools to improve their skills, prompting the working group to support industry efforts to strengthen detection and prevention measures.

Reaffirming their shared commitment, the 3 countries said they will continue working together to prevent cybercrime revenues from supporting North Korea’s prohibited nuclear and ballistic missile programmes while pursuing the complete denuclearisation of the country.
