Uttar Pradesh accelerates efforts to attract global capability centres beyond Noida

Uttar Pradesh is strengthening its position in India’s rapidly growing Global Capability Centre (GCC) sector as multinational companies increasingly explore opportunities beyond Noida and other established business hubs.

Traditionally known for its manufacturing strength, the state is now aiming to capture a larger share of the GCC market. Industry estimates suggest India currently hosts more than 1,700 GCCs, a number expected to exceed 2,400 by 2030.

While Noida and Greater Noida remain the state’s primary GCC destinations, attracting companies such as Microsoft, Adobe, Barclays, Optum, Fiserv, EXL, and LG Electronics, other cities are also gaining attention. Lucknow is emerging as a key growth centre, with companies including IBM and InMobi already operating there, while additional investment proposals are being fast-tracked.

The state’s GCC Policy 2024 offers a range of incentives, including capital subsidies, operational support, land benefits, and payroll-linked incentives. Uttar Pradesh is also focusing on ready-to-use infrastructure, streamlined approvals, and a business-friendly environment to attract global enterprises.

Cost competitiveness is another major advantage. Office rentals in Noida are estimated to be 30%–65% lower than in established GCC hubs such as Bengaluru, Hyderabad, and Pune. Lucknow offers even lower operating costs, making it an attractive option for companies looking to build and scale operations.

Talent availability continues to be a key driver. With more than 8,000 higher education institutions, including IIT Kanpur and IIM Lucknow, the state produces over 200,000 STEM graduates every year, providing companies with access to a large and skilled workforce.

Industry leaders believe that locations alone are no longer enough to attract GCC investments. Cities that combine talent, infrastructure, policy support, and innovation-focused ecosystems are expected to lead the next phase of growth. As Uttar Pradesh strengthens these capabilities, it is steadily positioning itself as a preferred destination for global technology and business operations.
