Following a recent court ruling, Apple has started implementing updated age-verification requirements for App Store users in Texas, US. The move comes after a state law governing app marketplaces was cleared for enforcement. The changes impact new Apple Account registrations, introduce stronger parental controls for minors, and place additional compliance duties on app developers. The update follows months of legal uncertainty around the legislation and its implementation timeline.

Texas law triggers App Store verification changes

As per an update shared on the Apple Developer website, new Accounts created in Texas are now covered under the state’s SB 2420 law. Apple confirmed that the changes took effect on June 4 after a court decision allowed the law to proceed with enforcement.

Under the new system, users creating Apple Accounts in Texas must provide age-related details during registration. For users under 18, downloads, Apple In-App Purchases, and certain account changes will require approval from a parent or guardian. Adults managing minor accounts will also be able to revoke previously granted permissions.

New responsibilities for developers and APIs introduced

The updated framework also places new obligations on app developers. Apple said developers can access age-category data through the Declared Age Range API and use the Significant Change API within PermissionKit when updates require renewed parental approval.

Developers will also decide when app updates require fresh consent from parents or guardians. Apple has additionally introduced a notification system that alerts developers if an authorised adult removes approval for an app used by a child or teenager.

To support compliance, Apple has asked developers to adopt tools including the Declared Age Range API, Significant Change API, a new age-rating property in StoreKit, and App Store server notifications. Developers are encouraged to test these tools in Apple’s development environment before rolling out updates.

The Texas App Store Accountability Act was originally set to take effect on January 1, 2026. Apple had earlier prepared system changes in anticipation of the law, but enforcement was delayed by court action.

SB 2420 places age-assurance duties on digital app marketplaces and adds parental oversight requirements for users under 18. It also mandates developers to support consent and notification systems for compliance.

Apple has opposed age-verification laws in Texas and other regions, stating that such regulations may require increased personal data collection from users and raise privacy concerns.
