Karnataka is actively examining whether children below 16 should face restrictions on mobile phone and social media use, as concerns rise over digital addiction and its impact on young minds.
Chief Minister Siddaramaiah on February 21 sought the views of vice chancellors of state universities during a Karnataka State Higher Education Council meeting. He expressed concern that excessive screen time is affecting students’ learning abilities, behaviour and mental health. Several vice chancellors reportedly supported the idea in principle. However, some pointed out practical challenges, noting that many private and elite schools rely on smartphones for homework, digital submissions and classroom communication.
On February 23, Karnataka Home Minister G Parameshwara confirmed discussions were underway. He said, “If children are given mobile phones, their focus on studies decreases. A similar ban is being implemented in Australia and Europe; we are also considering it. We will study the pros and cons and take action.”
The debate in Karnataka aligns with a broader national conversation. At the India AI Impact Summit in New Delhi, IT Minister Ashwini Vaishnaw said the Centre is engaging with technology companies to explore stronger safeguards for minors online. He highlighted concerns around deepfakes and indicated that regulatory steps could follow if Parliament reaches consensus. He also noted that age-based differentiation has been considered under India’s data protection framework.
Other states are reviewing similar measures. Andhra Pradesh has seen a private member’s proposal to block social media accounts for users under 16 and mandate age verification. Goa is studying international models, including Australia’s approach, amid parental concerns.
The Economic Survey has warned about rising digital addiction among youth, citing risks to productivity, sleep cycles and academic performance. It suggested age-linked access limits and stronger platform accountability.
Internationally, French President Emmanuel Macron has called for a ban on social media use for children under 15 and urged global cooperation on protecting minors from harmful AI-driven content.
As consultations continue, questions remain around enforcement, age verification and balancing digital safety with education needs.
