Amid rising ransomware attacks and digital espionage threats, the Federal Bureau of Investigation has launched Operation Winter SHIELD, a nationwide cybersecurity campaign aimed at improving resilience across the United States. Led by the FBI’s Cyber Division along with field offices across the country, the initiative focuses on protecting government agencies, businesses and critical infrastructure from increasingly sophisticated cyber threats.
Introduced this year, Operation Winter SHIELD — Securing Homeland Infrastructure by Enhancing Layered Defense — urges public and private sector organisations to take proactive steps to close security gaps. The campaign moves beyond awareness and stresses immediate, practical actions to strengthen networks, systems and critical technology environments. It encourages institutions to harden both information technology and operational technology systems against breaches and intrusions before attacks occur.
At the core of the initiative are 10 key cybersecurity actions based on recent investigations and real-world attack patterns. These include adopting phishing-resistant authentication, implementing a risk-based vulnerability management programme, retiring end-of-life technology, managing third-party security risks, preserving and protecting security logs, maintaining and testing offline backups, securing internet-facing systems, strengthening email authentication, limiting administrator privileges and regularly practicing incident response plans. The goal is to reduce the “attack surface” and address weaknesses commonly targeted by ransomware groups, espionage actors and financially motivated cybercriminals.
Operation Winter SHIELD aligns with the broader National Cyber Strategy and highlights cybersecurity as a shared responsibility between government and industry. FBI field offices from Birmingham to Philadelphia are engaging local businesses, hospitals, schools and community groups to promote the guidance. Officials stress that cyber threats impact every sector, not just federal networks. By encouraging collaboration and structured defense measures, the campaign aims to make cyberattacks more difficult, costly and less successful, while raising baseline security standards nationwide.
