Cyber fraud network busted as 600+ Indian SIM cards sent to Cambodia, 5 arrested

In a major crackdown on cross-border cybercrime, authorities have uncovered a network involved in illegally sending Indian SIM cards to Cambodia for fraudulent activities. The operation was exposed by the Telangana Cyber Security Bureau, leading to the arrest of 5 individuals in Hyderabad.

Officials revealed that over 600 SIM cards have been transported to Cambodia since 2023. These SIMs were allegedly used by cyber fraud gangs for phishing, fake calls, identity theft, and extortion, resulting in financial losses worth crores of rupees.

The case surfaced on March 31 when Syed Ashraf Ali was stopped at Rajiv Gandhi International Airport while attempting to board a flight to Cambodia. Authorities found 198 SIM cards hidden in his luggage. He was detained by immigration officials and later handed over to cybercrime investigators.

During interrogation, Ashraf reportedly disclosed that he was part of a larger network led by Rizvan from Uttar Pradesh, who is believed to have links with a fraud syndicate operating in Cambodia. Police said Rizvan coordinated the collection of SIM cards through local agents in Hyderabad and other regions.

Investigators found that many SIM cards were obtained using fake documents or by misusing identity proofs of unsuspecting individuals. Authorities also revealed that 3 of the arrested individuals were operating Airtel and Jio point-of-sale centres and knowingly supplied activated SIM cards to the network. Another suspect, courier Arvind Kumar, is currently absconding.

“This is not a small operation. The network has several layers and people working both in India and abroad,” said Shikha Goel, Director of TGCSB. She added, “Fraudulently obtained SIM cards are a serious threat because they help criminals hide their identity and make it harder for police to track them.”

The agency has urged citizens to avoid sharing personal documents carelessly. It also advised checking the Sanchar Saathi platform to verify if any unauthorised SIM cards are linked to their identity.
