The Government of Maharashtra has introduced the Maharashtra Global Capability Centres Policy 2025. The policy aims to position the state as India’s leading destination for multinational Global Capability Centres. It will remain valid until the financial year 2029 to 2030. The policy focuses on innovation, talent development, green infrastructure, and ease of doing business to attract high value global operations.
The policy outlines a clear vision. It aims to attract four hundred new Global Capability Centres and create four hundred thousand skilled jobs. It intends to expand beyond traditional information technology and information technology enabled services into deep technology, aerospace, green energy, logistics, defence, and advanced research and development. It also plans to develop a multi city Global Capability Centre ecosystem centred around Mumbai, Pune, Nagpur, Nashik, and Chhatrapati Sambhajinagar.
The policy highlights its commitment to infrastructure and cluster development. It proposes world class Global Capability Centre Parks in Mumbai and Pune with artificial intelligence enabled buildings, ready to use workspaces, and flexible leasing options. It will also expand these parks to tier two and tier three cities to support balanced regional growth. New sector focused innovation clusters such as the MedTech Zone and Innovation City will also be created.
Research and innovation receive strong support in the policy. It aims to encourage collaboration between academia and industry through sponsored fellowships, innovation challenges, sandboxes, and rapid prototyping environments. It will also establish Global Capability Centre Growth Zones equipped with shared research and development infrastructure to support faster testing and development.
Talent development is a major priority. The policy introduces employer led training programmes and university curricula aligned with industry needs. It also plans executive upskilling in artificial intelligence, data analytics, and digital technologies. A Global Capability Centre Talent Council will be established to close skill gaps and prepare a future ready workforce.
The policy includes a green framework. All new Global Capability Centres must follow IGBC or LEED guidelines. It promotes renewable energy, artificial intelligence driven power optimisation, smart grids, and electric vehicle friendly campuses. It also proposes a Green Business District within Global Capability Centre Parks to support sustainable work environments.
Attractive incentives are provided to encourage investment. These include a capital subsidy of up to twenty per cent with higher limits for large, mega, and ultra mega Global Capability Centres. Additional benefits include payroll support, stamp duty waivers, property tax exemptions, and reimbursements for patent filings. Land will also be reserved through the Maharashtra Industrial Development Corporation for high growth units.
The policy improves regulatory processes and ease of business. Global Capability Centres will receive industry status for round the clock operations. A single window approval system will be available through the MAITRI portal along with self certification for key compliances. A digital repository of commercial spaces and upcoming developments will also be created.
Governance and international outreach are key components. The Maharashtra Global Capability Centre Growth Council will be formed to support global outreach, oversee talent programmes, and guide strategic planning. A dedicated Global Capability Centre Facilitation Cell will help companies with setup, expansion, and regulatory needs.
With its strong incentives, advanced infrastructure, and focus on innovation and sustainability, the Maharashtra Global Capability Centres Policy 2025 strengthens the state’s position as a global hub for next generation capability centres. It sets a new standard for how Indian states can compete for high value, knowledge intensive investments.
