Mauritius IT Minister Visits C-DOT Delhi, Explores Disaster Management and Telecom Innovations

H.E. Dr. Avinash Ramtohul, Minister for Information Technology, Communication and Innovation of the Republic of Mauritius, visited C-DOT Delhi to review its latest telecom research and innovations. During the visit, he showed particular interest in C-DOT’s Early Warning System and Cell Broadcast Solution, which are designed to save lives during disasters. He also explored C-DOT’s Cyber Security offerings and the secure communication platform SAMVAD.

Dr. Rajkumar Upadhyay, CEO of C-DOT, led the Mauritius delegation through demonstrations of various telecom solutions. These included disaster management solutions using the ITU CAP protocol and the Cell Broadcast system, along with advanced security solutions such as the Security Operation Centre for real-time threat detection and mitigation across endpoints, Quantum Key Distribution, Post Quantum Cryptography, and the SAMVAD secure chat and calling application. Other solutions such as 4G Core and 4G RAN, 5G Core and 5G RAN, Optical Transport and Access solutions, as well as switching and routing technologies, were also presented with their functionalities and use cases.

Commending the innovations, Dr. Avinash Ramtohul praised the large-scale implementation of the Early Warning System and Cell Broadcast solution in India. He stated, “The solution is highly beneficial and would help in saving lives of all the citizens including fishermen community. This engagement has set the stage for deeper, forward-looking collaboration in emergency alerting and telecom innovation. I value this engagement with India, as it demonstrates how trusted partnerships in telecommunications can accelerate innovation and national development.”

The Minister was accompanied by Mr. Sarat Dutt Lalah, G.O.S.K., Chairman of Mauritius Telecom, who appreciated the research and development contributions of C-DOT’s scientific community. He emphasised the importance of expanding collaboration for the creation of futuristic telecom solutions that bring mutual benefits.

Highlighting the shared vision, Dr. Rajkumar Upadhyay said, “Our collaboration with Mauritius reflects our shared belief that technology must serve as a bridge between nations, empowering societies and shaping a secure digital future. Partnerships such as these reaffirm our commitment to co-creating solutions that strengthen digital sovereignty and foster inclusive growth.”

C-DOT is the premier telecom research and development centre of the Department of Telecommunications, Ministry of Communications, Government of India. For over four decades, it has driven India’s telecom revolution by extending connectivity to rural regions, powering the BharatNet project, and developing advanced solutions in cyber security, disaster management, 4G and 5G, next-generation networks, artificial intelligence, network management, and IoT applications.

C-DOT is also exploring 6G use cases, aligning with India’s vision of becoming a global leader in next-generation telecom and supporting the goal of “Atmanirbhar Bharat.”
