ACME Group and Japan’s IHI Corporation are advancing plans for India’s largest green ammonia plant in Gopalpur, Odisha. The project involves engineering, procurement, and construction contracting, integration of renewable energy, and development of ammonia evacuation infrastructure. The facility is expected to start operations by 2029-30 and will primarily export green ammonia to Japan.
ACME Group, a leading cleantech solutions provider in India, and IHI Corporation, Japan’s integrated heavy industry group, first signed a Memorandum of Understanding in 2023 to jointly develop the green ammonia project. The plant is expected to produce around 0.4 million tonnes of green ammonia annually once completed.
Key milestones have already been achieved. A joint venture partnership has been established, with IHI Corporation acquiring a 30 percent stake in ACME Clean Energy, the project company, while ACME Group retains 70 percent. Land for the facility has been secured, and Front-End Engineering Design has been completed by a reputed global engineering firm.
The two companies are now moving ahead with detailed project development, including EPC contracting, renewable energy integration, and ammonia evacuation infrastructure.
This collaboration is an important step in advancing the India-Japan Clean Energy Partnership. At the 15th Japan-India Annual Summit in Tokyo on 29-30 August 2025, India’s Prime Minister Narendra Modi and Japan’s then Prime Minister Shigeru Ishiba adopted a Joint Declaration of Intent on Clean Hydrogen and Ammonia. The ACME-IHI project supports this vision by establishing a large-scale supply chain for green ammonia between India and Japan.
ACME Group stated, “India and Japan share a longstanding relationship rooted in cultural, spiritual, and economic ties. Both countries have developed a strong trade partnership over the years, marked by increasing economic cooperation and mutual investment. The joint venture represents a concrete step in implementing the commitments, strengthening the India-Japan energy partnership and accelerating the global transition towards carbon neutrality by leveraging India’s renewable energy potential and Japan’s proven expertise in engineering, ammonia handling, and international energy markets.”
Under the joint venture, the green ammonia facility will serve a wide range of Japanese industries, including power generation and chemical manufacturing. The project is among the largest foreign collaborations in India’s green hydrogen and ammonia sector. Financing will come through a combination of external debt from Japanese Export Credit Agencies, international financial institutions, and equity from the joint venture partners.

Odisha was chosen for its strategic location on India’s eastern coast, proximity to East Asia, port infrastructure, government support, and abundant land and water resources. Once operational, the project will reduce over 0.8 million tonnes of CO₂ emissions each year and advance India’s ambition to become a global hub for green hydrogen and its derivatives.
