All India Prison Duty Meet Opens in Hyderabad with Technology and Reform in Focus

The 7th All India Prison Duty Meet began in Hyderabad on Tuesday (September 9, 2025) at the RBVRR Telangana Police Academy, with Telangana Governor Jishnu Dev Varma lighting the ceremonial torch to mark the inauguration of the three-day event.

In his address, the Governor said the gathering was “more than a competition, it is a festival of discipline, duty and dedication.” He highlighted the crucial role of correctional officers, noting that their task involves balancing safety with compassion and firmness with reformation. He also underlined the inclusion of a technology expo, which showcases progress in modernisation, security, vocational training and welfare.

The Governor recalled Telangana’s efforts in correctional reforms, including the release of 231 prisoners on Republic Day last year for good conduct. He said rehabilitation was a key part of the process, with released prisoners receiving employment support and women being provided sewing machines to rebuild their lives. He also pointed to new posts sanctioned in Sangareddy and Nizamabad Central prisons and the upcoming district jail in Siddipet as evidence of the state’s commitment to infrastructure and human resources.

Ravi Joseph Lokku, Additional Director General of the Bureau of Police Research and Development, said the Bureau was working to strengthen correctional systems across India. He spoke of ongoing capacity-building programmes, the preparation of a National Prison Training Policy, adoption of the 2023 Model Correctional Services Act, and initiatives to develop high-security prisons.

Telangana Director General of Police Jitender emphasised professionalism and empathy in prison administration. “Even though these individuals are in conflict with the law, every prisoner is first and foremost a human being. They must be treated with dignity, and we must always recognise that there is scope for improvement,” he said.

Soumya Mishra, Director General of Telangana Prisons and Correctional Services, said this year’s meet had attracted record participation, with more than 1,300 personnel from 21 states and three Union Territories. She noted that, for the first time, a technology expo was part of the event, featuring AI-driven surveillance, drones, scanners, robotics, contraband detection tools and digital management software. Prison-made products from different states are also on display.

Over three days, participants will compete in 36 professional, sporting and fine arts events ranging from first aid and computer knowledge to volleyball, kabaddi, athletics, music, dance and painting. Telangana is hosting the meet for the second time, the first being in 2015.
