Tata Consultancy Services (TCS) has been selected by the Odisha government to design and implement Integrated Financial Management System (IFMS) 3.0, an advanced AI-powered and cloud-native platform that will modernise the state’s public finance management.
The project builds on a long-standing partnership between TCS and the state, which began in 2005. This third-generation upgrade is designed to introduce automation, real-time visibility, and advanced analytics to financial workflows, helping the government manage resources more effectively.
The new platform will be powered by TCS’s AI Workbench (AIWB), enabling development, monitoring, and retraining of AI and machine learning models. Key features of IFMS 3.0 include AI-driven analytics, multilingual chatbot support, automated service desk functions, enhanced security measures, and mobile accessibility for financial operations. A simplified interface and advanced reporting tools will also streamline processes across budgeting, expenditure, revenue, and accounts management.

Tej Paul Bhatla, Vice President, Public Services at TCS, added, “With AI-assisted insights and intuitive workflows, IFMS 3.0 will allow officials to monitor programs in real time, accelerate reporting, and make confident, data-driven decisions.”
This initiative highlights TCS’s broader role in India’s digital transformation journey. For nearly sixty years, the company has supported critical government programs in areas such as passport issuance, defence pensions, health insurance, and public financial systems. Today, nearly seven out of ten Indians use services supported by TCS every day, reflecting the company’s impact in strengthening governance and enhancing citizen services across the country.
