AI Cameras Issue Rs 470 Crore In Fines On Mumbai Pune Expressway

The AI powered Intelligent Traffic Management System on the Mumbai Pune Expressway has issued 27.76 lakh e challans worth Rs 470 crore since its launch in July 2024 but only Rs 51 crore has been recovered so far, according to the Maharashtra Motor Vehicles Department.

The 95 kilometre expressway was equipped with advanced cameras and detection tools to improve traffic compliance and reduce accidents. However, the large volume of fines, especially for overspeeding, has led to dissatisfaction among transporters.

Data shows cars top the list of offenders with 17.20 lakh challans, followed by 3.27 lakh for heavy goods carriers, 2.48 lakh for buses and other heavy passenger vehicles, 2 lakh for taxis, 1.2 lakh for light goods carriers, 85,468 for medium goods vehicles, 30,450 for articulated heavy goods vehicles and 14,764 for medium passenger buses.

The system is operated by Proctech Solutions ITMS LLP, which earns Rs 654.90 per challan including GST. Between July and December 2024 the operator was paid Rs 57.94 crore for 8.84 lakh e challans. The network includes 40 gantries, hundreds of CCTV cameras, speed detection cameras, automatic number plate recognition, weigh in motion sensors, vehicle classification systems, weather sensors, dynamic messaging systems and a central command and control centre. Violations are verified by the camera operator’s staff before being approved by RTO officials.

Most overspeeding cases are recorded in the Khandala Ghat section where the speed limit is 60 kmph for cars and 40 kmph for heavy vehicles. On other parts of the expressway, the limit is 100 kmph for small vehicles and 80 kmph for heavy ones. Transporters argue that the ghat limits are too low, particularly on the 10 kilometre downward slope from Lonavala to Khalapur, where controlling heavy vehicles becomes challenging and traffic slows down. The state is considering raising the limit for heavy vehicles in this section to 45 or 50 kmph on the Pune to Mumbai side.

Last month transporters staged a strike against what they described as rampant e challaning. The protest ended after the government set up a panel to review the matter. Industry representatives say the camera fines are burdening the transport sector and want the issue resolved quickly.
