Dubai is aiming to become the world’s AI capital by 2031, and Indian startups, entrepreneurs and professionals are playing a key role in this mission. The city is accelerating its digital transformation by welcoming Indian talent and technology.
Younus Al Nasser, chief executive of Dubai Data and Statistics Establishment, said, “India is clearly becoming a leader in technology development across several sectors, including AI applications, clean mobility, semiconductors, space and satellite technologies, e-commerce and fintech.” He also highlighted Dubai’s open-door approach to global innovation.
The journey gained pace in June 2023 with the launch of the Dubai Centre for Artificial Intelligence. This centre is training 1,000 government employees on generative AI, supporting over 20 tech startups, and enhancing government services. It was followed by the Dubai Universal Blueprint for Artificial Intelligence, which aims to contribute AED 100 billion annually to the economy and improve productivity by 50 percent.
As of June 2024, Dubai has appointed 22 chief AI officers and launched incubators like the Dubai AI Campus to promote Web3 and AI startups.
Indian businesses are actively participating. In 2024 alone, more than 73,000 Indian companies joined the Dubai Chamber of Commerce. Al Nasser credited this rise to updated infrastructure, flexible regulations and strong India-UAE ties. “Today, Indians make over 40 percent of the UAE’s population. Therefore, you can find an essence of Indian culture in almost every vicinity of Dubai and the UAE,” he said.
Dubai’s digital efforts started with its e-Government initiative in 2000. By 2021, it became a fully paperless government. Digital Dubai now drives city-wide innovation across areas like cybersecurity and digital economy.
The city is also focused on responsible AI use. With ethical AI guidelines, policy frameworks, and innovation sandboxes, Dubai is balancing innovation with public trust. “Striking the right balance between AI innovation and safeguarding public trust is central to our strategy,” Al Nasser said.
Dubai’s data platform, UAE PASS, is used by over nine million people and has completed more than 600 million transactions. Over 1,200 open data sets from 24 sectors support real-time services and innovation.
Dubai is setting an example of human-centric, tech-driven urban development through strong global partnerships.
