Gujarat Emerges as Cyber Crime Recovery Leader with Rs 147 Crore Retrieved in 15 Months

In a remarkable stride toward digital justice, Gujarat Police has retrieved a staggering Rs 147.74 crore from cyber frauds between January 2024 and April 2025. This recovery alone surpasses half of the total Rs 218.16 crore brought back since 2020, thanks to rapid response systems, effective bank coordination and heightened public awareness.

According to officers, the key lies in speed. “If someone reports a cyber fraud within eight hours of being victimised, our success rate goes up 80%. Cyber crime is like a road accident, where you can save a person if you rush them in time,” said Gujarat Cyber Crime SP Dharmendra Sharma.

An impressive Rs 113.33 crore was returned to victims in 2024, with another Rs 34.41 crore already retrieved in 2025. Additionally, Rs 672.55 crore worth of scammed funds have been frozen, waiting for court orders to reach their rightful owners. The introduction of the “Tera Tujhko Arpan” portal by Chief Minister Bhupendra Patel ensures that victims can now access their frozen accounts digitally, reducing the need for physical appearances.

Cyber fraud losses since 2020 amount to Rs 2,941 crore, with Rs 1,761.73 crore lost in just the last 15 months. Cases reported quickly stand a better chance of recovery, especially marketplace and identity frauds, which are usually domestic. Meanwhile, scams like investment frauds and digital arrests often trace back to international sources and end up in cryptocurrency wallets.

Sharma highlighted hotspots within India including Rajasthan, UP, Haryana, West Bengal and Odisha, while also noting that most frauds originating outside the country use crypto channels to settle funds. “If the money flows through a crypto exchange, it can be frozen,” he noted, referencing recent steps taken by the national cyber coordination centre to involve exchanges.

Gujarat’s helpline 1930 is manned by 150 people, including 60 police officers and 90 outsourced agents, making it one of the best-staffed in India. The state’s 23% recovery rate in 2025, up from just 11.5% in 2020, is a testament to its committed awareness drives, immediate victim response and advanced banking coordination. Officers say that even a one percent increase in recovery rate is monumental in this complex domain.
