Gujarat has detailed the process companies must follow to access benefits under its Global Capability Centre (GCC) Policy 2025-30. The state Department of Science and Technology (DST) has issued operational guidelines covering GCC identification, eligibility assessment and incentive disbursement.

GCC applications and eligibility process

Under the guidelines, entities seeking benefits must submit applications and incentive claims through the state’s Incentive Management Portal. Delayed claims will attract deductions based on the number of delayed days.

The eligibility month will be calculated from the date of commercial operations, in-principle approval or achievement of the eligible employee count, whichever occurs later.

Companies seeking GCC identification must establish their relationship with the parent or group company through a board resolution. They must also submit a service-level agreement outlining the services provided.

Other required documents include the ownership and shareholding structure, detailed project report, GST registration and, where applicable, CA-certified investment details.

For existing GCCs expanding their operations, the guidelines state that the expansion must have started during the policy period. The expansion must also involve additional activities and employment.

Evidence and timelines for incentive claims

The guidelines specify documents required to claim CAPEX, OPEX and special incentives. These include investment invoices, asset-wise investment details, expenditure invoices, certified GCC expense statements for in-house GCCs and a CA-certified claim summary with payment details.

CAPEX claims must be submitted within 1 year from the end of the eligible claim period and must be filed on a financial-year basis.

The first OPEX claim must be submitted within the succeeding 2 quarters from the month of eligibility. Subsequent OPEX claims must be filed before the end of the succeeding quarter and will follow a financial-quarter basis.
